Texas SREC Market

Texas does not currently have a viable SREC market as there is no solar carve-out. Under the state's current Renewable Portfolio Standard (RPS) REC trading is allowed. Today, the Texas market is predominately dominated by wind power generation. The state does have a target for non-wind technologies set at 500 MW by 2015. The Public Utilities Commission of Texas (PUCT) and Electric Reliability Council of Texas (ERCOT) are currently reviewing the non-wind target to potentially implement additional guidelines.

States Eligible for TX Market: Texas. Generators outside of Texas may participate if certified by the PUCT and 1) the first metering point for generation is in Texas and 2) all generation metered at the location of injection comes from that facility.

Tracking Platform: ERCOT

Energy Year / Compliance Period: January 1 - December 31

SREC Useful Life: 3 compliance periods - a 2010 SREC can be counted towards the 2010, 2011 or 2012 RPS.

Solar Requirement: None currently in place, but state RPS is set to achieve 500 MW of non-wind technology by 2015. Compliance premiums awarded for non-wind generation.

SACP: No alternative compliance payment set for solar. Current compliance payment is $50 per MWh.

Meter Readings: Microgenerators, units with a rated capacity of less than 1 MW, that fall within an aggregation account can use approved estimation techniques to report renewable energy production. Units utilizing this method will be awarded 80% of their actual MWh generated.

Eligibility Begins: Upon registration with the PUCT and ERCOT.
