Adjustable Block Program – Collection of Demographic and Geographic Data Now Required

Posted February 23rd, 2022 by SRECTrade.

On February 16, 2022, the Adjustable Block Program (ABP) issued an announcement stating that Demographic and Geographic data will now be collected via the Part II application.

Per the announcement, “The Part II application will ask Approved Vendors to provide the aggregate hours worked by employees and/or subcontractors in construction and installation of the project by 1) race, 2) ethnicity, 3) residential ZIP code of the worker, and 4) status as a graduate of a qualifying job training program.”

As a result, Part II submission of applications may be delayed as we work with our partners to collect this necessary information.

Projects exempt from needing to report this information include projects that were approved by the Illinois Commerce Commission prior to September 15, 2021 (the enactment of Public Act 102-0662), and/or projects for which construction was completed on or before September 15, 2021.

Lastly, SRECTrade is temporarily closing its website to all ABP submissions so that we can make the necessary changes to our application and allow for this data to be collected upfront.

Illinois ABP Approved Vendor Designee Registration

Posted October 28th, 2020 by SRECTrade.

Pursuant to Section 6.9.1 of the Revised Long-Term Plan, Illinois Adjustable Block Program (ABP) Approved Vendor Designees are now required to register in a new portal with the Approved Vendors with which they are partnered. This new requirement was established to help increase transparency for consumers, since they will now be able to verify the legitimacy and affiliations of an entity contacting them by reviewing the public-facing Designee database on both the ABP and Illinois Shines websites.

On Monday, October 26th, the Designee Registration Portal opened. On Friday, October 23rd, the ABP Administrator hosted a webinar to review the portal and onboarding process. SRECTrade encourages all stakeholders to review this informative resource regarding the process. For access to the presentation slides, please click HERE. To view a recording of the webinar, please click HERE.

Importantly, new Designees must register in the portal prior to working with any Approved Vendor. Existing Designees must register by Thursday, December 10, 2020 to remain in compliance with ABP requirements (45 calendar days from the October 26, 2020 release of the Designee Registration functionality). Once registered, Designees should indicate all applicable roles from the following list in the portal:

  • Disclosure Form Designee – An entity that is permitted to generate Disclosure Forms on behalf of an Approved Vendor.
  • Community Solar Subscriber Agent Designee – An entity that is permitted to manage the community solar subscription information for an Approved Vendor’s community solar projects.
  • Marketing or Sales Designee – An entity that is designated to act as a marketing agent and/or customer acquisition agent on behalf of an Approved Vendor or Designee. This includes, among others, entities that engage in solicitations through any channel (in-person, telephone, etc.), as well as entities that perform online lead generation services.
  • Installer Designee – An entity that has been designated to install systems on behalf of an Approved Vendor or Designee.

October 28, 2020 Edit: To view FAQs following the October 23rd webinar and the ABP Administrator’s responses, please click HERE.

Current and interested SRECTrade Designees can email installers@srectrade.com with questions about this new requirement and onboarding process.

Illinois Commerce Commission Issues Long-Term Renewable Resources Procurement Plan (LTRRPP) Draft Order

Posted March 12th, 2018 by SRECTrade.

On February 26th, the Illinois Commerce Commission (ICC) issued its Proposed Order of the Illinois Power Agency’s (IPA) Long-Term Renewable Resources Procurement Plan (LTRRPP). A range of issues were raised by stakeholders and commented on by the ICC in the draft order.

The ICC has also made a variety of significant changes to the Draft Plan as it was filed on December 4, 2017. One of the most substantial changes is as follows:

  • Exclusion of IL municipal, rural cooperative, and Mt. Carmel service territories from participation in the Draft Plan. Reasoning behind this includes the fact that these utility groups were not specified in enabling legislation, not included in past Renewable Portfolio Standards (RPS), and did not contribute to renewable energy funds. Details of the comments from the intervenors and the ICC can be found in Section X on Page 163 of the proposed order.

A summary of other changes can be found below and as outlined in this article from PV Magazine.

  • Ruling on the IL Solar For All program that a minimum floor of 50% of energy savings must be passed on to low and moderate income households by approved vendors.
  • Adjustments to adjacent state requirements’ five public interest category scoring weights, potentially impacting the eligibility of in-state and out-of-state solar facilities.
  • Adjustments in designating brownfields for the funds allocation for solar development in this sector.
  • Reduction of requirements for producing permits in project approval process.
  • Allowances for direct current installations in net-metering and system sizes.
  • Adjustments to true-up payment process for community solar.

There is reportedly one more round of responses by intervenors and the ICC during March before the Final Plan is released on April 3rd. The changes listed above will not be finalized until the Final Plan is released.

For more information on the original Draft Plan or the revised Draft Plan that was filed with the ICC, please view our previous blog posts on those topics in the links provided.
