Colorado's renewable portfolio standard (RPS) establishes renewable energy requirements based on the type of utility: 30% for Investor Owned Utilities, 10% to 20% for Electric Cooperatives, and 10% for Municipal utilities serving more than 40,000 customers by 2020. The RPS has a small carve out for Distributed Generation, including residential solar. However, utilities typically provide incentives directly to customers interconnecting distributed generation, which includes a long term REC transfer. This incentive structure keeps Colorado from having an open SREC market.
