Minnesota does not currently have a viable SREC market as it does not have a solar carve out for its Renewable Portfolio Standard (RPS).

The PUC is required to regularly investigate whether an electric utility is in compliance with the annual requirements. If the PUC finds noncompliance, it “may order the electric utility to construct facilities, purchase energy generated by eligible energy technology, purchase renewable energy credits, or engage in other activities to achieve compliance. If an electric utility fails to comply with an order under this subdivision, the PUC may impose a financial penalty on the electric utility in an amount not to exceed the estimated cost of the electric utility to achieve compliance. The penalty may not exceed the lesser of the cost of constructing facilities or purchasing credits.
